Rosberg takes pole ahead of Hamilton

Montreal: Nico Rosberg took pole position for Sunday`s Canadian Grand Prix with a commanding demonstration of speed as he outpaced his Mercedes team-mate Lewis Hamilton in a thrilling conclusion to Saturday`s qualifying session.

Two weeks after his controversial pole at the Monaco Grand Prix, Rosberg drove with flawless control to edge beyond his team-mate and nearest title rival by just 0.079 seconds.

The 28-year-old German secured his second successive pole, his third this year and the seventh of his career with a best lap time of one minute and 14.874 seconds to shatter the impression that the Circuit Gilles Villeneuve would see Hamilton regain supremacy over this team-mate.

It was the fourth one-two on the grid for Mercedes this year. It was Rosberg`s first pole in Montreal and came on a circuit where Hamilton had previously won three.

Germany`s defending four-time world champion Sebastian Vettel bounced back from an inconsistent weekend to grab third place in his Red Bull car ahead of Finn Valtteri Bottas and his Williams team-mate Felipe Massa of Brazil.

Mumbai: As the row over Article 370 of the Constitution continues, NDA ally Shiv Sena’s president Uddhav Thackeray on Thursday said there was no need for anymore debate on it, as people now wanted a solution.
“There is no need for a debate… Whatever needs to be done should be done,” Uddhav said, talking to reporters here this evening. He also favoured implementation of the uniform civil code in the country.

“There have been enough debates on Article 370 and uniform civil code. Now people want a solution,” Uddhav said.

To a question whether he would be the Chief Minister after the Assembly polls that are due later this year in Maharashtra, Uddhav said, “It is the wish of my party workers. They want to see me in that post, but all these things will come later (after the polls).”

On his talks with Prime Minister Narendra Modi, after which Sena MP Anant Geete took charge of heavy industries ministry (after initial resentment on Shiv Sena’s part), he said, “The discussion was fruitful. Our objective was not to get a particular portfolio but to ensure Maharashtra’s development.”

The Sena leader also expressed satisfaction over the pace of work set by the Prime Minister.

N Srinivasan moves SC seeking modification of ordersNew Delhi: Beleaguered N Srinivasan today moved the Supreme Court seeking modification of its orders to enable him function as BCCI President for the non-IPL 2014 activities of cricket.

Srinivasan has sought modification of apex court`s March 28 and May 16 interim orders by which he was restrained from functioning as the BCCI President and former cricketers Sunil Gavaskar and Shiv Lal Yadav were asked to continue as the Presidents of BCCI till September 2014 when the matter will be heard next.

“Suitably modify the orders dated March 28, 2014 and May 16, 2014 passed by this Court and permit the applicant herein to function with immediate effect as the President of BCCI in so far as the non-IPL-2014 related activities are concerned,” Srinivasan said in the application.

Srinivasan said he was elected as the President of the cricket body in September last in the AGM held on the orders of the apex court and if the orders are not modified immediately his one year tenure would come to an end.

He said the restrictions imposed on him from discharging the functions of the President of BCCI has led to tremendous loss of goodwill for him and has become a major source of embarrassment in the eyes of the public despite his conduct as the in the post always being above board.

He submitted he has a strong case on merits and is most likely to emerge unscathed from the baseless allegations levelled against him with respect to betting and spot-fixing.

Northwest, central India set to experience another wet weekend New Delhi: Northwest and central parts of the country are set to experience yet another wet spell this weekend making it the wettest February for the region.

Northwest, central India set to experience another wet weekend

The weatherman has attributed the unseasonal rains to a fresh extra-tropical weather system and its induced low pressure area that would affect western Himalayan region, northwest and adjoining central India.

Besides Delhi, the system is expected to bring rain to many parts of north Rajasthan, Punjab, Haryana and West Uttar Pradesh.

“The rainfall over Delhi is likely to begin on the early morning of 23rd and continue till the next morning,” the India Meteorological Department said in a statement.

The weatherman has advised farmers in Punjab, Haryana, Rajasthan, Uttar Pradesh and Madhya Pradesh withhold the irrigation in their fields.

Parts of Jammu and Kashmir, Himachal Pradesh and Uttarakhand are expected to get heavy to moderate rain or snowfall between February 21 and 24.

Northwest, central India set to experience another wet weekend

This would be the third spell of rains due to an extra-tropical weather system, commonly called as western disturbance, to affect the north-west India since the beginning of this month.

The weatherman said such systems are not uncommon in February and normally five western disturbances affect the region during the month.

LoC incidents won`t affect peace process: Khurshid Jaipur: Welcoming the “positive statements” coming from Pakistan for talks to de-escalate tensions along the border, External Affairs Minister Salman Khurshid on Friday said the recent incidents won’t affect the peace process between the two countries.

“There is a positive content in the statement that has come from Pakistan foreign minister and high commissioner to India. It is welcome and it should be getting an appropriate response from our side,” Khurshid told reporters here.

LoC incidents won`t affect peace process: Khurshid

He said the matter will come up for discussion at the three-day Congress Chintan Shivir here.

“Peace process is not going to be undermined by these incidents. We hope that we will find a resolution to all these matters and we have treated the whole issue with great care and the closest attention possible,” Khurshid said.

“Peace process is something in which we have invested a lot…and it was done because it is strategically and tactically important for India’s role in the world,” he said.

On the talks offer by Pakistan, Khurshid said: “We are trying to work on it and the prime minister has been trying to ensure things remain in control and our concerns are addressed and situation doesn’t deteriorate. All these things have to be kept in mind.”

LoC incidents won`t affect peace process: Khurshid

Khurshid had on Thursday declined to commit himself to accepting Pakistan Foreign Minister Hina Rabbani Khar’s offer for bilateral talks, saying that India cannot move forward for talks just on the basis of “one statement”.

Ties between the two neighbours have been strained ever since the January 06 killing of a Pakistani soldier allegedly in firing by Indian troops.

Two days later, Pakistani soldiers brutally killed two Indian soldiers, including beheading one of them, near the LoC.

Security for VVIPs to help take New Delhi: If Delhi Police is to be believed, security is provided for VVIPs not because of their status or any specific threat but to “facilitate” bold and impartial decision making by them.

Security for VVIPs to help take

This submission made by the city police in an affidavit to the Supreme Court on Thursday rankled the bench that was hearing a petition on misuse of red beacons on vehicles prompting it to say the document has to be “contemptuously ignored”.

The court also pulled up Delhi Police’s Deputy Commissioner(head quarter) for filing the affidavit.

The police in its affidavit filed before the apex court said that security to Union Ministers, Lieutenant Governor, Chief Minister, Cabinet Minister of state and judges of the supreme court and high court are given not on account of their status or specific threat.

“It is further submitted that certain category of individuals, mainly from the higher echelons of the government, needed to be provided basic minimum security arrangements ie. Positional/statutory security cover not on account of their status or specific threat but to facilitate bold and impartial decision making,” the eight-page affidavit said.

A bench headed by Justice G S Singhvi who was hearing the case took strong exception to the affidavit and said that it has to be “contemptuously ignored”.

“How can our judgement become bold due to security. Is this the level of understanding of the officer? He must be an IPS officer and must have read IPC and CrPC,” the bench said.

For Sushilkumar Shinde, 26/11 plotter is `Shri`, `Mr` Hafiz Saeed New Delhi: Home Minister Sushilkumar Shinde put his foot in his mouth Monday when he addressed Jamaat-ud-Dawah (JuD) founder and 26/11 main plotter Hafiz Saeed with the honorifics of “Shri” and “Mr.” in parliament.

For Sushilkumar Shinde, 26/11 plotter is `Shri`, `Mr` Hafiz Saeed

“Mr. Rehman Malik, Interior Minister of Pakistan has been telling us repeatedly that he had arrested Mr. Hafiz Saeed thrice and that on each occasion, he was let off by the courts for lack of evidence,” Shinde said in an identical statement in both houses of parliament.

“We had been given to understand by the interior minister of Pakistan that Mr. Hafiz Saeed had been arrested on the charges of being a part of the conspiracy for the 26/11 Mumbai terror attacks. When we pursued this matter, they have given us papers pertaining to the detentions of Shri Hafiz Saeed in 2002 and 2009,” Shinde said.

“From the papers given to us, it is clear that the detentions of Shri Hafiz Saeed in the aforesaid cases were for other reasons and not for his role as a conspirator in the 26/11 Mumbai terror attacks. Therefore, I can only say that Mr. Rehman Malik appears to have been misinformed in the matter,” Shinde said.

For Sushilkumar Shinde, 26/11 plotter is `Shri`, `Mr` Hafiz Saeed

Shinde was making the statement in parliament after the BJP’s Ravi Shankar Prasad slammed the government for “not calling Rehman Malik’s bluff” and allowing him to make irresponsible statements during his recently-concluded Indian visit.

In April 2012, the US announced a bounty of $10 million on Hafiz Saeed for his alleged role in the 2008 Mumbai terror attacks.

The JuD and its armed wing, the Lashkar-e-Toiba, founded by Saeed, have been banned as a terrorist organisation by India, the US, Britain, the European Union, Russia and Australia.

The United Nations declared Jamaat-ud-Dawah a terrorist organisation in December 2008 and Hafiz Saeed a terrorist.

Govt steers clear of SP`s demand on proportionate reservation for Muslims New Delhi: The government on Monday steered clear of SP’s demand for proportionate reservation to Muslims but expressed the hope that its decision to provide 4.5 per cent quota to minorities will see the light of the day despite Andhra Pradesh High Courts’ rejection.

“What can I say if their party says something. A demand can be made for anything…The promise of Congress made in its election manifesto (to provide reservation to backward Muslims) is our first priority….We never talked about proportonate reservation. We never made any such promise,” Minority Affairs Minister K Rahman Khan told reporters here.

Govt steers clear of SP`s demand on proportionate reservation for Muslims

He was responding to questions on Samajwadi Party leader Ramgopal Yadav’s demand in Rajya Sabha that Muslims should be given reservation in proportion to their population through an amendment in the Constitution.

Khan said that he wrote a letter to Prime Minister Manmohan Singh last month drawing his attention towards the apprehensions among the minorities over terror cases and urging him to ensure speedier trial of the cases.

Regarding apprehensions raised by minority groups about some of the provisions of the Centre’s Unlawful Activities Prevention Act (UAPA), Khan said that he has brought the concerns of the minorities regarding this to the notice of ministries concerned and was hopeful that they will take steps to address them.

Khan said that he is “hopeful” that the government will be able to convince the Supreme Court on the merits of its decision to carve out a 4.5 per cent sub quota for minorities out of the OBC reservation quota of 27 per cent.

The Andhra Pradesh High Court had rejected the Centre’s decision on the sub quota while the Supreme Court also made observations against it.

Govt steers clear of SP`s demand on proportionate reservation for Muslims However, Khan said, “We are not doing anything except taking all the minorities, who are already getting benefits under Mandal Commission and putting them together. It’s grouping them. It is scientific way of giving it.”

Khan said that similar kind of reservation model is working in Karnataka and, hence, “There cannot be different yardsticks for Karnataka and the rest of the country.”

He said that even the Andhra Pradesh High Court had “not said that quota is illegal” and that the government’s decision on the sub quota is “scientific” but there may be some “lapse in presentation” and that will be set right.

“I am hopeful because I think we will be able to address the Supreme Court’s doubts. We will be able to provide them the data (related to backwardness) as they demanded,” he said.

Regarding new initiatives being taken by his Ministry, Khan said that he is planning to set up separate consultative bodies within his Ministry to look after each of the five notified religious minority communities as the requirements of each minority community is different and needed to be approached differently.

He said that the government has completed the formalities to bring the new Wakf Amendment Bill before Parliament after incorporating the recommendations of the Select Committee of Rajya Sabha and it will be brought soon.

He, at the same time, added that it was not possible to bring it in this session now with just few days left for it to conclude.

The Minister said he is hopeful that he will also be able to introduce the long-pending Equal Opportunity Bill in the next session as well as complete the process of having diversity index and setting up of national data bank, three major recommendations of the Sachar Committee that went into backwardness of Muslims.

He acknowleged that monitoring of the schemes is a “big challenge” and that the states do not hold the meetings of the monitoring committees to track the performance of the implementation of the schemes meant for minorities.

Khan said that the proposed restructuring of the National Minority Development Corporation will widen its ambit to enmpower it for direct lending and creating two more subsidiaries within it while the Maulana Azad Educational Foundation (MAEF) will now have greater involvement in expansion of education among the minorities.
